MODEL ANSWER:

A comparative study on the fund obtained by a local authority in New Zealand from 2012 till present and its projection for the next three years is depicted in the given line graph.

As per the graph, the prominent sources of income were rates revenue and user charges and this is expected to grow very further. In 2012, around $1500 million was the rates revenue, whereas, this was just under $1000 million in terms of user charges. At present, these show an incline of $500 million and $700 million respectively , and are estimated to climb to reach around $2400 million and $2000 million .

However, the other two sources of income are seen fluctuating. The disparity between these two sources was over $500 million in 2012. This widened in the next couple of years and by another two years, funds obtained from grants and subsidies swelled by overtaking the revenues from borrowings( approximately $700 million ).The figures are projected to keep a slighter low – profile by 2022 despite some fluctuations in between.

Overall, it is understood that except from grants and subsidies, the local authorities received handsome income and the situation is expected to continue.
