Significant social reforms are thought to be implemented easily by the respective governments, while some believe such changes can be made even by individuals. Both views have their own gravity, and hence a detailed discussion is needed before framing a logical conclusion.

On the one hand, those who believe in the power of individuals in making notable social changes assert the fact that individuals are the building blocks of the society. To make it clear, when there are socially responsible and law-abiding citizens, naturally the society will move in a positive way. Progressive social habits and related developments could be seen in such cases. For example, there exist residential watch groups to keep their premises clean and green. They also ensure their areas secure from miscreants, if any. However, if there are irresponsible and lazy citizens, the society grows negatively, as evidenced by social disharmony.

On the other hand, those who think that only the governments have the potentials to do such reforms feel that power plays a crucial factor in making such changes possible. To be precise, governments have a system for development and law-enforcing forces are there to maintain the system intact. Many major reforms are seen formulated by the authorities and implemented easily in the society within a short span of time. Banning plastic or tobacco from the society, implementing health insurances and formulating newer educational policies are some among them. The success of these social reforms depends on the strength of a government. The more powerful the government is, the easier the reforms are.

After analyzing both views in detail, when the grass root changes are initiated by the individuals, prompt changes can be implemented by the governments. Hence, I believe both individuals and the society have their own unique roles in making these changes happen.
