Though healthcare expense is one of the vital needs of any citizen, in many countries, people fail to meet this. There are two main reasons behind this, and addressing the problem is not too difficult.

The primary reason behind this is ineffective money management techniques. There are many who fail to earn enough because the employment sector today is generally incapable of meeting a satisfactory salary package for its employees. In the second case, savings are often drained off from the hands of a person who earns a handsome salary, which can be mostly attributed to the modern marketing techniques of multi-national companies. There are also a considerable proportion of unemployed in some countries, which makes the situation worse.

Another major reason is the rocketing medical expense. To be precise, as the field of health care is becoming commercialized and more professionalized, multi-national companies made their entry to this field, which has transformed the primary objective of the system profit-oriented from serving the society. For instance, sophisticated diagnostic and therapeutic procedures are seen common in almost every hospital, even if the patient has not an exposure to a serious ailment. Surgeries like organ transplants and procedures like radiation or chemotherapy have proven that even an affluent person would suffer adversely, if he is into any of these.

The best possible solution lies with the government. A stable government should formulate feasible health policies which would favor even the common man, and this should include an effective insurance coverage. It should also control the exploitation in the sector by the giant medical and pharmaceutical companies. Individuals should also have enough health savings.

To conclude, the primary causes for the ineffective health savings by a person lack of savings and soaring health expenses, and the issue can be effectively met by a strong governmental policy.
