MODEL ANSWER:

As the population swells, the desires of a country’s citizens multiplies and so do their transportation demands. Controversy exists on the better way of meeting this demand, when some support the construction of high-speed rails and metro-rails, whereas others suggest improving the existing transportation facilities. There are valid arguments on both sides which have to be discussed in detail before framing a rational conclusion.

On the one side of the argument, the supporters of advancing new infrastructure facilities focus on the convenience of the passengers. When more high-speed rails and metro rails are constructed,it can attract more number of passengers as they find it a faster and reliable mode of transportation. This also ensures the safety and security of such passengers. Another advantage which they highlight is the revenue for the nations. Though the initial cost is high, as days advance, it can fetch a considerable proportion of revenue to the government. The authority can also solve pollution and parking issues. These enormous benefits make many governments to think on it more seriously.

On the other side of argument, those who support the improvement of existing transportation facilities project the lower cost and better performance. To be precise, they think road transport, the most popular mode of transportation, can be made even more popular by providing facilities like better quality roads and hi-tech buses. Similarly, then can make the existing rail transport more user-friendly by adding new services. All this can be met in an economical way and this particularly helps the rural population to commute smoothly. If properly executed, this can bring down both the time and cost of travel.

After analyzing both these views in detail, I feel along with the improvement of existing transportation facilities, the construction of more high-speed rails should be seriously considered.
