Social reforms, which are significant in nature, are generally thought to be implemented easily by the respective governments, while others think such changes can be made even by individuals. I believe both have their own unique roles in making these happen.

The reason why the latter group opines so is because of the fact that individuals are the building blocks of the society, who can make impressive changes if united towards a specific goal. Societies which voluntarily take initiatives to curb drug addiction and manage the waste disposal problems are good examples for this. It is to be noted that this happened in a situation where many governments have failed to hit such targets even they had the support of legislation and power.

On the other hand, those who think that only the governments have the potentials to do such reforms feel that power plays a crucial factor in making such changes possible. To be precise, governments have a system for development and law-enforcing forces are there to maintain the system intact. Implementing health insurances and formulating newer educational policies are some initiatives which can be done exclusively by governments. The more powerful the government is, the easier these reforms are.

In my opinion, when the grass root social changes such as a drug-free society and a green community can be initiated by the individuals, more complex reforms in the field of health, education, transport and cyber security can be implemented only by the governments.

To conclude, it is clear that both individuals and the society have their own roles in making significant social changes, but can be integrated to make it more effective.
