Discuss both sides and give your opinion.

As fresh water supply is one of the crucial functions of any government, there are differences in opinion whether it should be regulated strictly or it should be supplied with no restrictions. When I definitely think that there should be restrictions, governments should make sure that their citizens receive adequate supply.

 The reason why people think that the supply of fresh water should not be regulated is because of the fact that it is one of the basic needs humans depend on their survival. Any government which focuses on the welfare of its citizens would hardly get itself into trouble by limiting this essential resource, they believe. If this happens, its repercussions would be so critical in the day today life of the common public. This is because it is not only used for drinking purpose, but also used for carrying out almost all vital domestic activities like, cooking and washing.

 On the other side of the argument, one can see visible situations why governments should impose stringent measures to control the use of water. The most rational reason is because it is a limited resource. Out of the 100% water on the earth, just under a per cent is fresh water, and this is not evenly distributed. The second reason is because some people misuse water if it is not limited. Many are seen leaving the faucets open after the use, while some are seen washing cars and courtyards with fresh water, which is invaluable. This underlines the necessity of restriction.

 In my opinion, water should be supplied to every citizen in a country timely and adequately. However, strict regulations should be there to make sure that not even a single drop is wasted.

 To conclude, it is clear that every government should impose certain limitations concerning the usage of water by its citizens. Simultaneously, it  should make sure that none of its citizen faces shortage of water.
